In this chapter, we learn that the protagonist, phoenix, was once a friend of the protagonist's, but now he's a fugitive from the police. He's on the run from the authorities, who are building a new elevator in his neighborhood. He wants to know what's going on, but he can't get a straight answer from his friend, the police officer, makuma. They're going to have to build an even higher elevator to get to the bottom of the crime, and he doesn't want to be one of the first victims of this newfangled crime wave.
