In this chapter, we are introduced to a new character, armand Jones. He is a young boy from a small town in the U.S. who does not like his teachers and who is about to become a member of the galactic police force. We learn that he has been expelled from school because he does not want to be zapped with electricity. We also learn that armand has been sent to the Pan-galactic police force, where he will have to fight alien races and pirates.
