In this final scene of the novel, the Covenant's main character, sean-lewis-hayden-sherman, explains to the reader how he came to be a part of the Covenant. He tells the reader that he is not a soldier, but a "humanitarian" one. He asks the reader if it is that bad that he got into the Covenant, and the reader replies that it is. The Covenant, he says, denies the "fascism of numbers" and the "orders of faceless decision-makers" . He says that the Covenant believes in empathy, care, and honor, and that it denies the orders of "bigoted decision makers" , as well as the "fissures of numbers and power." He asks if the Covenant killed the woman because she needed more firepower, and he replies that he killed her because she was okay. He adds that he believes in "care and honor," and that he denies the order of " faceless decision makers." He says the Covenant denies "the fascism of numbers," and he says that he will uphold these principles as he has "know the doctrine upholdwhatever you want." The Covenant responds by saying that it has done too much for humanity to return to the world before it, and it would not let the Covenant continue to live in this world. The narrator says that this is what the Covenant calls him when he woke up from his nap, asking him if he looked at the Covenant like a god. He responds that he looks at him like a "fifty percent metal," and the narrator says, "I'm not dead, but youre like a fifty percent metal, now." The narrator explains that he has run the "variations" that he was programmed for, and now he doesn't understand why they are helping each other. He wants to be free and live good, and says that his mother won't leave until he is free.
