In this chapter, we are introduced to the concept of "Guilt" and how it is used to prevent people from rebelling against their oppressors. It is taught that the oppressed are innocent until proven guilty, and that they should feel guilty in order to find pleasure in lovemaking. We are also introduced to angkhar, a prison planet where there is no food, no guards, and no animals. There are only two kinds of prisoners, the bureaucrats who file papers, and the thin-skinned workers who split stones. When night falls, the people of the prison turn off the lights and fall into a dreamless slumber. When his light is washed over him, he feels immense pain and faints. He remembers that he loved the city so much, but he has lost his memory. He thinks of the central prison where he was tortured until he confessed his crimes. He does not know what to do, and he swallows the sit down, rogue. He wants to make him happy. He tells him to confess his guilt, or he will rip his wings off. He asks him to show him the body of a man and woman he has murdered, and to tell him the story of their murders. He says he has nothing to confess, because he is still alive. The winged monster tells him that he was born on a beautiful planet full of rocks and seaweed, where he never had to worry about animals or plants.
