More than 70 refugees have been captured and imprisoned in the capital of Norterang. Many of them were servants in the Vesperang palace. The maid tells the refugees that they are forbidden to leave or enter the capital at any time. She tells them that there are many people infected with plague in the city and that they should be kept away from each other. She says that she is sorry for the sin she has committed against the refugees, but that killing her would not help. She promises to take care of the refugees before they are sent back to the city.
