In this chapter, we learn that the government has been training for breaches of its defenses, and that one of the first things the government does is train its soldiers to be ready to respond to any breach of the city's defenses. In this way, the government will be able to defeat any attack on the city, no matter how big or small the attack. In fact, the only way the government can defeat an attack is to kill the individual who is responsible for the attack, whether it's a monster or a human. In other words, killing the monster is the same as killing the person who's the real threat to the city. This is why the government is so willing to sacrifice so many people in order to keep the city safe. Now that the "behemic process" has been unlocked, the threat is gone, and the government no longer needs to be a "mere barrier" to protect the people. The government is able to make as many people as it needs, and they're all ready to help. The only problem, says the Governess, is that she doesn't like the guy she's in love with. She's worried that he'll be a troublemaker, and she wants to help him out. The Governess says that she'd like to expand the first preserve, so that they can have more people to help guard it. She also says that they've been spending more time with the Jacks, who seem to understand their leader better than any other group. The group has a better connection to humans, so they'll probably be less likely to attack the city again, since the government's been feeding them from the crop surplus. This means that the group will probably be hunting other cities
