In this chapter, we learn that Hirohito's company, Obregon, is in financial trouble, and that he's worried that someone will try to take over his life. He also learns that the board of directors of the company has approved a partnership between the company and a city, which will allow the company to take advantage of the city's lack of infrastructure. The chapter ends with the narrator's description of the apartment in which he and his friend are staying. The narrator tells his friend that he wants his wallet and a file folder with all of his important papers on it. He's sure that the apartment is a luxury, and he'll believe that they're there.
