It turns out that Mi-Komi is in the middle of a meeting with Mr. Hiroshi, the head of the local government. She's worried that he's going to freak out, but he reassures her that it's not going to happen. He tells her that there's a lot of work to be done on the project, and that it won't be easy for him to be a full-time employee. He's also worried that the project will be a disaster, because the government hasn't done anything to make it a good place to live. He wonders if he'll be able to make a go of it, and wonders why he wants to set up shop in such an uncivilized area. He also wonders if the people around him are the same people as he is, and he wonders if they're trying to develop him, too.
